This regeneration scheme redeveloped the old Harold Wood Hospital Site, East London, which had been a difficult site to achieve planning for due to local resistance.  The scheme provided 810 dwellings, of which RLF were appointed to oversee the development of 223 flats and houses for East Thames Group. 119 units fulfilled the S106 obligations for social housing.  The works were progressed with multiple phased commencements and completions over three and a half years.


Project Overview

This development was rolled out successfully as a result of RLF establishing clear contractual processes, procedures and benchmarks to give all parties the ability and confidence to deliver each phase more efficiently than the last.

By using feedback from residents, maintenance teams and our own quality monitors, every opportunity was taken to make continuous improvements to designs and specifications.

The use of the coordinated standardised apartment and house type designs refined through our early phase analysis and review ensured a consistent product was delivered successfully on subsequent phases. Negotiation of sales and marketing enhancements enabled a template of configurations to be agreed upon and adopted across the site. This enabled the client to deliver a flexible sales strategy and the ability to introduce retrospective changes.


Our Contribution 

Developer negotiations and support: Facilitating the negotiation of development agreement terms, designs, specifications and delivery milestones to meet the client’s business case targets.

Managing site quality control and compliance: Provision of inspection services and reporting to ensure accurate and timely execution and completion of the works. A full critique of developer QA procedures and provision of online reports for inspections, risk analysis and remedial action plans, including full close-out process management.

Proactive use of ‘lessons learnt’:  Structured completion and phased milestone reviews coordinated by RLF to enable subsequent works and designs to be improved upon.

Critical Path Analysis: We utilised clear trackers and gateway programmes based on our understanding of the critical tasks required to achieve multiple completions. The introduction of our stop and review gateways and robust early warning processes to ensure that the momentum of the scheme was maintained across the extended delivery period.
